 China5e.com 2008.10.27: Government Plans to Levy Green Tax 

Nanfang Daily reporters learned on Oct.25 from "Asia-Pacific Finance and Development Center 2008 Double-Annual Forum” held in Shanghai that, the Chinese government plans to levy green tax in a bid to promote the reform of the taxation system, and optimize the environment of fiscal and taxation systems on energy saving and emission reduction. 

According to the head of the Ministry of Finance who attended the conference, to further promote energy saving and emission reduction, China will speed up the reform of resource tax and fuel tax, and investigate the feasibility of green tax; expand the scope of consumption tax to non-renewable energy projects involving coal, oil, etc, and gradually raise the tax ratio.

Fiscal and taxation policy is the most important policy means for the government to guide and promote energy saving and emission reduction. In addition to reforming the taxation system, China will also push forward the reform of Paid Use System of State-owned Resources by establishing ecological compensation mechanisms, and building and improving the cost-binding mechanism for enterprises.
